Getting smoother video?

My benchmark from streaming from home is Plex. It's like butter, and looks awesome at 5mbps. Even my 1080p rips when transcoded look awesome. It uses FFMPEG under to hood for transcoding.

Is there a way to tweak the RP server to match this? 30Hz video should be an a bit easier to get smooth compared to 24Hz.

As it is now, things are a bit jerky, in a rythmic fasion, which tells me there something wonky going on in the transcode side. Even nodef digital cable goo does this.

Is Plex your server or Client?

I was comparing the quality of streaming from the plex server to the client to what I see with RP server to my android device.
