Cant connect locally on Server 2008 R2

I have remote potato running on a vm of server 2008 R2 that is a media server, I can not seem to be able to get the web server to work, it installs and runs but when i type the IP:port in IE it never connects, I've even tried localhost:port and it still doesn't work, I have tried disabling the firewall, adding it to the trusted sites in IE and pretty much anything that I can think of. Why would this simple little web server not want to function. What am I missing here?

I just had this problem as well. The issue (with my case) was to unclick the option in preferences to load "Media Center" under shared media on the general tab (You cannot install Media Center on a 2008 server)
